After spending all your money, go to the Fiscal Budget screen and lower 
the tax rate to 0 percent.  When the year ends and the Fiscal Budget 
screen reappears, press and hold L while exiting the screen.  Continue 
to hold L and return to the Fiscal Budget screen.  Set funding levels 
to 100 percent.  When you resume the game you'll have $999,999.
